1200 cc thrust

Hi guys new to this form and looking for some help. I have an n3 pup which had a global with a 54 x24 but the case got a crack so I sent a spare Mosler to Scoot to convert to 1200cc and I was hoping to get 180 thrust. my global used to get 145-165. New motor is not making the thrust it should. I have used 4 differant props and the best i got was 165 BUT if did not feel like it was making the correct thrust when I tried to fly it. It took too long to get off, and doing about 50 - 100 fpm. The tack is showing 3500 -3600 rpm thats as high as it will go.

54x26  135-150
54x24 140-155
58x28 145-160
Any Ideas on how I can get 180 or why the plane feels so sluggish even when it is  turning a higher are rpm
