Use all thread with nuts and washer spacers to line up all four fuselage fittings on a side, while you fit and fiddle with them before tacking...

http://http://www.partsforscooters.com/119-101-Front-Wheel-Assembly?sc=31&category=132883   I purchased 16 inch wheels from this website for my DE. The wheels had a rotor already installed on the wheel.  They also sell the brake caliper to go with it.  I had to change the bearings out so It would adapt to a three-quarter inch axle. The bearings were bought from USA bearings.  Wheels brake calipers and bearings all came to about $160 for the set. The wheels are rated at 200 pounds each and you can change out the tires to put balloon size tires on them.  I plan to weld a 16 inch steel disk on the outside of the wheel for strength and looks.
